Person Responsible for Public Procurement (PRPP)

<p style="text-align:justify">The Person Responsible for Public Procurement (PRMP) is responsible for implementing, on behalf of the contracting authority, the procedures for awarding and executing public contracts. As such, it performs the necessary acts from the choice of procedure to the designation of the successful tenderer and the approval of the final contract. It submits these acts to the controls and approval provided for by law. It signs the contract in the name and on behalf of the contracting authority.<br /> The PRMP is notably responsible for:</p> <ul> <li style="text-align: justify;">plan public contracts for which the provisional amounts, excluding taxes, exceed the exemption threshold;</li> <li style="text-align: justify;">publish, for information purposes, the general public procurement notice;</li> <li style="text-align: justify;">ensure credit is reserved before contract approval;</li> <li style="text-align: justify;">prepare the tender documents in collaboration with the competent technical services;</li> <li style="text-align: justify;">launch calls for competition;</li> <li style="text-align: justify;">publish the minutes of the opening of tenders and proposals as well as the results of the provisional and final award through the same channels as those of the call for competition;</li> <li style="text-align: justify;">drafting or coordinating the drafting of contracts and amendments;</li> <li style="text-align: justify;">monitor or coordinate the monitoring of the administrative execution of contracts;</li> <li style="text-align: justify;">organize or coordinate the organization of the reception of works, supplies and services, subject of the contracts;</li> <li style="text-align: justify;">keep statistics and performance indicators;</li> <li style="text-align: justify;">within a maximum period of one month following the end of each quarter, draw up a report for the attention of the contracting authority comprising: (i) an overall update on the progress of the award and performance of contracts; ii) an analysis of the levels of achievement of the indicators and iii) an update on the difficulties encountered and the measures taken or suggested with a view to improving the performance of the public procurement body;</li> <li style="text-align: justify;">implement all the procedures for recording the various phases of procurement, whether administrative, technical or financial, and archive public procurement files using efficient modern methods.</li> </ul> <p style="text-align:justify"><br /> The PRMP is responsible within the contracting authority for the quality of public procurement processes and ensures compliance with procurement deadlines.</p>
